The time was the early 1930s, the president was Herbert Hoover, and the situation in the United States looked bleak. The stock market had crashed in 1929, and most Americans were hurt by the Great Depression, which left a majority of them jobless, homeless, and penniless. But in the West, a beacon of hope was in the works— a major structure that would symbolize the nation’s technological prowess. That structure, built as graceful as it was strong, would come to be known as the Hoover Dam.

              In the dry western United States, water resources and water rights had almost always been an issue. For this growing area of the country, water for drinking and irrigating land was an ever increasing necessity. The United States Reclamation Service was formed to help deal with these concerns. This government entity and its engineers would come to play a great part in the construction of the Hoover Dam.

             When early settlers arrived in the West, they could hardly have been able to imagine that any structure could control the Colorado River and its strong- minded flow. Yet a man named Arthur Powell Davis dreamed an amazing dream for the area of the Colorado Basin. Davis’s dream certainly did not become a reality overnight. For a project of this magnitude to succeed, field investigations would have to be conducted, politicians would have to organize, seven western states that had been arguing for years would have to make a final and lasting negotiation on water rights, and a company that could actually bring to life such an enormous entity would have to be found. It took years, but eventually all obstacles were overcome.
            Created from a whopping 4.5 million cubic yards (3.4 million cubic meters) of concrete, the majestic dam was built in the middle of nowhere, stretching across the mighty Colorado River in the desolate Black Canyon. To provide for the dam’s construction, the government would have to lay down rail line, electricity would have to be connected, and living quarters for thousands of workers would have to be built. In short, the dam was an immense undertaking.
              The organization in charge of building this one of a kind dam from the canyon floor up was Six Companies-a conglomeration of several businesses and individuals with construction and engineering experience who could not possibly have done the job alone. The ones responsible for its actual rise, block by block, 726 feet (221.3 meters) into the air were 5,000 men who came from all across the country. Most of these men were desperate to feed themselves and their families in the hungry times of the Depression. Living and working in extreme conditions, these workers— some with no previous construction experience jack hammered, blasted, dug, and swung hundreds of feet in the air from the canyon walls, all in the name of progress.

Over the course of several years— from 1931 to 1936—the dam took shape, a reservoir was created, and a hydroelectric power plant was built. During this time, the construction claimed 96 lives. In the end, however, this fascinating superstructure— and the world’s tallest dam at the time— would prove to be a lasting memorial to the thousands of men who saw it to completion.
Although the Hoover Dam has since been surpassed in height, it remains one of the most widely recognized structures in the world and a crowning achievement in American engineering.

            From Author: About a year ago I was asked by a firm of insurance loss adjusters to investigate the possibility of reducing the anticipated overrun caused by an explosion at a power station. Based on previous experience of similar problems, I asked the contractors (a firm of international design and build constructors) to let me examine the critical path network which formed the basis of the computer-generated bar charts previously sent to the loss adjusters. My objective was to see whether the original sequence of construction activities could be rescheduled to mitigate the inevitable delays caused by long lead times of replacements and in some cases redesign of the damaged components. To my dismay, I discovered that there was no network. The planners inputted the data straight into the computer, based on very detailed established modular packages. These packages contained the sequences, interrelationships and durations of the constituent activities.

           It is a fact that most commercial computer programs recommend such a procedure. The planner can then see the program on the screen in bar chart form as he/she proceeds, but will only obtain a network printout (in precedence format) after the data has been processed. In other words the network has become virtually redundant as it has not been used to develop the structure of the project before the data was inputted.
                This procedure turns network analysis on its head and does not give a project team the ability to discuss and refine the interrelationships to give the optimum results in terms of time and cost. The very act of communally drafting and developing the network generates not only an understanding and appreciation of the problems, but also enables the overall time to be reduced to an acceptable level by maximizing parallel working without necessarily increasing resources and costs. It is for this reason that I have retained the chapter setting out the case for manual analysis. Even in this age of the universal use of the PC for just about every management and operational function of an organization, the thinking process, i.e. the basic planning and sequencing of a project cannot be left to a machine.

             In that time, Americans impeached a president, balanced the federal budget and then unbalanced it again, witnessed the largest corporate bankruptcy ever, opted out of the Kyoto treaty, suffered a major terrorist attack, fought wars in the Balkans, Afghanistan, and Iraq, evacuated a major city, and became acutely aware of our vulnerability to malice, the forces of nature, and incompetence and malfeasance in high places.
Ostensibly the story is about the art and science of ecological design, a specific building, a particular college, and education of the higher sort. 

            But it is also a thread in the larger narrative of our time and the uncertain struggle to calibrate global civilization with the realities and limits of the biosphere. We are not faring particularly well in that effort and the stakes are rising. For Americans, with our SUVs, sprawling suburbs, and peculiar blend of manifest destiny, religiosity, militarism, and consumerism, larger connections are sometimes hard to see. 

           Yet see them we must. We might have had an easier path to walk had we had the good sense to pay serious attention to the problems of energy, the environment, and security put before the public by the Carter administration in The Global 2000 Report (1980).
 Instead, we did the national equivalent of a quarter-century Australian walkabout, mostly ignoring energy efficiency, solar energy, the preservation of natural systems, and the national remodeling implied by the necessities of sustainability and resilience. Ronald Reagan’s “morning in America” is ending in the twilight of terrorism, war, debt, inequity, ecological decline, greater oil dependency, and national division some twenty-five years later.
          And we still have no adequate national strategy to move the nation toward energy efficiency and solar energy, preserve farmland and forests, restore our lakes and rivers, eliminate waste and pollution, and build a society secure by design, and hence little capacity to truly honor our children and their future. The story told here, however, is not so much about politics but about a college building and its wider implications.
